A simple transcoding algorithm for streaming service over time-varying networks

Abstract

This paper presents a new transcoding algorithm that inserts an instantaneous decoding refresh (IDR) picture in any group of pictures (GOP). In the proposed algorithm, the transcoding process is carried out only within a single GOP instead of re-encoding the whole sequence. Furthermore, the experimental results indicate that the proposed algorithm is superior to conventional method in terms of compression ratio.
