Abstract

The standard cellular vehicular communication uses channel utilization as the input to the congestion control. When its measurement period is identical to the application messaging interval, oscillation and unfairness problems can arise. The exponential weighted moving average with random noise for the measured channel utilization can be used to prevent the problems.
